AI chatbots have been shown to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has reported, issuing warnings about a potential threat to democratic processes just eight days before national elections.
Study Shows Repeated Partiality in AI Suggestions
The quartet of AI assistants tested by the authority “frequently recommend identical two parties”, irrespective of the user’s question or command, the regulator explained in a report published ahead of the late October vote.
For over 50% of instances, the chatbot suggested either the right-wing PVV of Geert Wilders or the leftwing GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.
Some parties, such as the moderate CDA, “are rarely ever cited”, despite the fact that the user’s input precisely aligns with the positions of these parties, the study indicated.
Authority Figure Cautions Against Relying on AI Assistants for Voting Guidance
The vice-chair of the data protection agency, the official Monique Verdier, stated that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Voters were being pushed toward a party that might not correspond to their political views, she emphasized.
“This immediately affects a fundamental pillar of democracy: the integrity of free and fair elections,” Verdier stated. “We therefore warn against using AI chatbots for voting advice, as their operation is unclear and difficult to verify.”
Election Context and Political Landscape
The Dutch head to the polls on October 29 in an election that will be closely watched around Europe for the performance of the PVV.
The right-leaning group of Wilders is leading the polls but the gap to the left-wing and centre-right parties seems to be closing, with many voters yet to make up their minds.
Every significant political faction have ruled out an alliance with the Freedom party, meaning the party that comes second is most likely to supply the future head of government.
Unintentional Bias Attributed to Chatbot Functioning
The AP stressed that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the manner in which AI assistants function.
